Staff investiagted the violation and found the responsible party and issued a Cease and Desist Order, thereby stopping the discharge into the City's collection system and the shock load to the plant. Facility staff plans to install new telemetry at the headworks that will alert staff to changes of pH and conductivity in the influent flow. |

Once staff was aware of the low DO situation they took the following action:
Increased the DO in the Effluent by turning on blowers in the post UV channel.
Informed City Hall and State Department of Fish and Wildlife that there was problems with a gold miner.
Staff told miner to leave.
Warden attempted to make contactand set survailence and took information.
Sand bagged dam was taken down.
Creek was returned to its natural course.
Low DO problems ceased. |

Staff found that the Effluent flow meter was on the same circuit as the building's lighting system. Plant staff move the flow meters power supply to an dedicated for only the flow meter. Staff will monitor the flow meter closely to ensure that the change will correct the situation. |
