The discharger offered the following response: "...Specifically, MRP Item V.B states: 'On or before April 1, 2001, and before April 1 every year thereafter the Discharger shall submit an annual report to the Regional Board.' The second semi-annual report is combined with the annual report and due 01 April. It was agreed with the regulatory agencies at the implementation of the groundwater monitoring program in 2000 that the 2nd semi-annual report would be combined with the annual report and be submitted as one document on the date of the annual report which is consistent with the approved QAPP. The agencies should indicate if they want to modify the submittal schedule and the combining of the semi-annual and annual report."
