1112532 12/31/2022 UAUTHDISC A manhole adjacent to the influent equalization tanks overflowed approximately 200 gallons of screened influent over a 20-minute period, and the overflow was carried by stormwater runoff into Carson Creek. On December 31, 2022, the El Dorado Hills Wastewater Treatment Plant (EDHWWTP) exceeded the minimum freeboard requirement at the site waste ponds and experienced two separate spills of highly diluted wastewater at the facility. The first spill was initiated from a manhole adjacent to the influent equalization tanks. The spill was carried directly to Carson Creek with storm-water runoff. The overflow from the manhole started at 1059 on December 31, 2022, at an estimated rate of 10 gpm and ceased 20 minutes later at 1119. The total spill volume for this event is estimated at 200 gallons. The second spill was initiated from the overflow weir structure at the site waste ponds, which directs flow from the ponds to Carson Creek. The overflow weir structure began discharging a mixture of storm-water runoff and highly diluted partially-treated wastewater at 1445 on December 31, 2022, at an estimated rate of 2886 gpm. It ceased at 0205 on January 01, 2023. The total estimated volume discharged for this event was 2.09 million gallons. Spill volume estimations were made by staff visual observations and the use of a SCADA level transducer in the site waste pond overflow weir structure. The fundamental cause for both events is an unprecedented Category IV atmospheric river rain event that impacted the EDHWWTP service area on December 30 and 31, 2022. The nearest official weather station, Placerville Weather Station, recorded a rainfall total of 10.03 inches over the 48 hours. As a result, flows to the facility reached peaks of over 20 mgd (500% of average volumes), and the influent flow rate measured at over 15 mgd from 0630 on December 31, 2022, until 0015 on January 1, 2023. 1071098 01/21/2020 OEV pH Instantaneous Maximum limit is 8.3 SU and reported value was 9.3 SU at EFF-001. A small leak in a sodium hydroxide solution line that is used to provide alkalinity for the plant process control was identified as the problem. Sodium hydroxide from the solution line had permeated through an adjacent manhole that provides access to the plant effluent pipeline. The leak was repaired and the effluent discharge to Carson Creek was resumed on January 22. Multiple samples were analyzed for pH throughout the process of investigation and repair prior to resuming discharge; none were outside permit limitations with the exception of the initial sample.
