Oakport WWF: Approximately 21,350 gallons of fully treated effluent was discharged through the outfall to East Creek Slough when the effluent gates did not fully close when staff was operating the plant in practice mode (what EBMUD calls a wet test). The discharge only lasted about 15 minutes since it was quickly discovered and responded to. |
The gate was closed and inspected by EBMUD maintenance personnel. The wet test SOP was updated to require visual inspection of the gate's position prior to starting the test. |

Since the violation was likely caused by a flow restriction at a check valve in a sodium hypochlorite discharge pipe from a tank, maintenance staff took the suspect sodium hypochlorite system check valve apart, cleaned and inspected it, and returned it to service. The flow restriction was no longer present. This check valve is in a temporary piping system built to use while the primary sodium hypochlorite tanks are being replaced. The disinfection system worked as expected in the next discharge and the temporary system is expected to work until the new tanks are in place for next wet season and the temporary system is removed. |
