1145441 06/30/2025 DMON The City analyzed EC data in-house instead of sending to a certified lab. Total Trihalomethanes was intended to be sampled with the quarterly sampling, but there was a communication error between the lab and City not being notified there was a sampling error. The EFF-001 DOC sample was missed prior to pulling out of the River. The City has now corrected their groundwater chain-of-custody to include sampling for EC at the certified lab. City staff have reviewed the required samples and their chain of custodies to reduce future sampling errors. The City collected the DOC sample at LND-00A instead of EFF-001. Violation U eSMR
1145909 06/30/2025 Order Conditions The City exceeded the land total nitrogen average monthly discharge specification of 10 mg/L with a result of 23.6 mg/L. It appears the largest component of the total nitrogen load was ammonia at 21.3 mg/L. The City is working on the replacement of the faulty mixer in the anoxic selector and is reducing our return of highly concentrated ammonia supernatant to the selector. We also raised the ditch this week to increase dissolved oxygen in the oxidation ditch. Violation U eSMR

We suspected the coliform sampling pump is sitting on the bottom of the wet well and might have pumped sediment off the bottom of the wet well. On 6/27/25, City staff raised the sampling pump approximately 6-inches off the bottom of the wet well. Violation U eSMR

1142841 02/26/2025 GWAT Both RGW-006 and RGW-010 exceeded the total coliform groundwater limit of 2.2 MPN/100mL with results of 17 MPN/100mL and 12 MPN/100mL, respectively. The City has historically seen exceedances of this coliform limit in RGW-010, but has only seen exceedances of total coliform in RGW-006 in the last year. RGW-006 is upgradient of the wastewater treatment plant. We have reviewed sampling procedures of the wells and do not believe the total coliforms are due to sampling error. Violation U eSMR
1141272 01/31/2025 DMON Electrical conductivity data was not reported for the month of January for EFF-001, RSW-001, or RSW-002 as the City only collected in-house samples of EC data. 1139156 12/31/2024 DMON 1-hour average and 4-day average Chlorine Residual: The City''s Endress Hauser unit that stores the continuous monitoring of chlorine and sulfur dioxide residuals failed to save this data beginning October 22, 2024. The City became aware of the issue on December 26, 2024. After investigating, it was determined that the SD cards that store the data were full. The City ordered replacement SD cards, and the SD cards were replaced January 17, 2025. The City feels confident there was no effluent discharged to the River that had a chlorine residual greater than 0.01 mg/L during this time. The City collected daily grab samples of the effluent, at all of their chlorine analyzers, to verify the chlorine analyzers are working accurately. If the chlorine analyzer for final effluent detects a residual greater than 0.01 mg/L, it would have closed the valve to the River immediately and sent an alarm to the on-call Operator. This valve did not close during the month of November. Before returning the effluent discharge to the River on November 3, 2024, the City did verify that the valve closes when a chlorine residual is detected at the final effluent chlorine analyzer. Some of the Electrical Conductivity measurements for RSW-001, RSW-002, and EFF-01 were taken with the City''s handheld meter, but has just been informed this is not allowed in the City''s current permit due to the City not being an ELAP certified facility for EC. New SD cards were installed on January 17, 2025, and the City has verified they are saving the data properly again. Starting 3-18-25, the City will start taking all EC samples to Pace Analytical.
