Chlorine, Total Residual 1-Hour Average (Mean) limit is 0.019 mg/L and reported value was 1.48 mg/L at EFF-001. |
To minimize the potential of this reoccurring, the City's SCADA/Instrumentation Technicians are creating an alarm in SCADA to notify operations staff if any effluent flow is measured after an effluent diversion is initiated. Operations staff will also, manually initiate an effluent diversion monthly to verify that the valve reliably stops the flow. |

The City of Davis has determined one violation regarding required independent sampling on Significant Industrial User, Yolo County Central Landfill. The City of Davis did not independently sample YCCL during the 2020 calendar year. The industrial user began discharging on January 17, 2020. On March 19, 2020 Mayor Gavin Newsom issued a statewide stay at home order. This order changed the ability to go onsite to conduct sampling. The SIU continued to discharge until May 12, 2020. It was our hope that the pandemic would subside and the SIU would begin discharging again in 2020, but the SIU did not discharge again during the 2020 calendar year, causing the City of Davis to miss the required Independent sampling. |
In the future independent sampling shall occur within 24 hours of initial planned discharge for this industrial user. |
