Violation ID Occurred Date Violation Type (-) Violation Description Corrective Action Status Classification Source
1114068 01/18/2023 OEV Total Coliform 7-Day Median limit is 2.2 MPN/100 mL and reported value was 8 MPN/100 mL at EFF-001. The sample location has changed for titrations and analyzer calibrations. Also, a second contact tank has been put into service to increase the chlorine contact and detention time. Violation B eSMR
1089590 03/21/2021 CAT2 Chlorine, Total Residual 1-Hour Average (Mean) limit is 0.019 mg/L and reported value was 1.48 mg/L at EFF-001. To minimize the potential of this reoccurring, the City's SCADA/Instrumentation Technicians are creating an alarm in SCADA to notify operations staff if any effluent flow is measured after an effluent diversion is initiated. Operations staff will also, manually initiate an effluent diversion monthly to verify that the valve reliably stops the flow. Violation B eSMR
1089591 03/21/2021 CAT2 Chlorine, Total Residual 1-Hour Average (Mean) limit is 0.019 mg/L and reported value was 2.97 mg/L at EFF-001.
1089592 03/21/2021 CAT2 Chlorine, Total Residual 1-Hour Average (Mean) limit is 0.019 mg/L and reported value was 4.45 mg/L at EFF-001.
1089593 03/21/2021 CAT2 Chlorine, Total Residual 4-Day Average (Mean) limit is 0.011 mg/L and reported value was 0.09 mg/L at EFF-002.
1088543 02/24/2021 OEV pH Instantaneous Minimum limit is 6.5 SU and reported value was 6.4 SU at EFF-001. Staff will manually initiate an effluent diversion to verify that the effluent slide gate valve reliably stops the flow. City SCADA/Instrumentation Technicians are creating an alarm in SCADA to notify operations staff if any effluent flow is measured after an effluent diversion is initiated. Violation B eSMR
1088990 01/26/2021 CAT2 Chlorine, Total Residual 1-Hour Average (Mean) limit is 0.019 mg/L and reported value was 2.11 mg/L at EFF-001. The City's SCADA/Instrumentation Technicians are creating an alarm in SCADA to notify operations staff if any effluent flow is measured after an effluent diversion is initiated. Operations staff will also, manually initiate an effluent diversion monthly to verify that the valve reliably stops the flow. Violation B eSMR
1088991 01/26/2021 CAT2 Chlorine, Total Residual 4-Day Average (Mean) limit is 0.011 mg/L and reported value was 0.021 mg/L at EFF-001.
1086307 12/31/2020 PRE The City of Davis has determined one violation regarding required independent sampling on Significant Industrial User, Yolo County Central Landfill. The City of Davis did not independently sample YCCL during the 2020 calendar year. The industrial user began discharging on January 17, 2020. On March 19, 2020 Mayor Gavin Newsom issued a statewide stay at home order. This order changed the ability to go onsite to conduct sampling. The SIU continued to discharge until May 12, 2020. It was our hope that the pandemic would subside and the SIU would begin discharging again in 2020, but the SIU did not discharge again during the 2020 calendar year, causing the City of Davis to miss the required Independent sampling. In the future independent sampling shall occur within 24 hours of initial planned discharge for this industrial user. Violation U eSMR
1075160 04/23/2020 CAT2 Chlorine, Total Residual 1-Hour Average (Mean) limit is 0.019 mg/L and reported value was 0.38 mg/L at EFF-001. To prevent this from happening in the future, staff will initiate a manual diversion for similar maintenance to prevent any accidental automatic gate operation. Violation B eSMR
1068227 11/06/2019 DMON On November 6, 2019 temperature was missed when the ammonia and pH sample was collected due to sample collection oversite. The sampling requirements per the Monitoring and Reporting Program (MRP) has been reviewed with sample collection staff. Violation B eSMR
1071969 09/14/2019 CAT1 Ammonia, Total (as N) Weekly Average (Mean) limit is 1.9 mg/L and reported value was 3.6 mg/L at EFF-001. Violation B Report
1069920 06/13/2019 DMON Hexavalent chromium was not monitored. This was laboratory oversight during sample collection. The laboratory has reviewed the minimum sampling requirements for Groundwater monitoring and amended future COCs to include hexavalent chromium as a part of the analytical requests. Violation B eSMR
1061779 06/03/2019 OEV Total Coliform 7-Day Median limit is 2.2 MPN/100 mL and reported value was 4.5 MPN/100 mL at EFF-001. The investigation did determine that environmental factors and stagnant water surface due to design issues at the CCT were contributing to the coliform positive results. The sampling location has been changed to a more representative location where environmental factors beyond our control and stagnant water surface will no longer cause coliform exceedances.
