California Water Code (CWC) Section 13376. On 10 October 2024 at 4:30 a.m. the Discharger discovered that a communication issue with the chemical feed system had caused chlorine and sodium bisulfide feed to the treated plant effluent to fail at approximately 6:00 p.m. on 9 October 2024, allowing approximately 200,000 gallons of undisinfected treated wastewater to discharge to the Sacramento River. The sodium bisulfide is used to dechlorinate the effluent after the chlorine contact basin, therefore it is likely that at the start of the incident, a portion of the discharge left the facility with a chlorine residual. |
The Discharger has replaced the influent flow meter and communication between the meter and the chemical feed system has been reestablished. The Discharger is also in the process of purchasing up to two chlorine analyzers (to be installed at the beginning and end of the chlorine contact basin) with the goal to tie the analyzers into the Facility’s SCADA system so that an alarm will sound when there is an inadequate chlorine feed associated with the disinfection process. |

WDRs Order R5-2022-0022, section III, Discharge Prohibitions: A. Discharge of wastewater from the Facility, as the Facility is specifically described in the Fact Sheet in section II.A, in a manner different from that described in this Order is prohibited.
