1. According to MRP Provision III and IV, the Discharger is required to conduct weekly influent and effluent biochemical oxygen demand (BOD). The Discharger failed conduct influent and effluent BOD for the week ending on 26 April 2025. In response to this incident, the Discharger stated that on 22 April 2025, their laboratory informed them of an instrument issue that prevented the reading of BOD samples within the required six-hour hold-time. Although the issue was resolved, the readings were taken two hours past hold time as required by the method. Because the samples were analyzed outside the required hold time, the data are not fully valid under the testing protocol, therefore, the results are considered estimated and treated as missed samples. Board staff understand that the missed results were not the Discharger¿s fault; however, missing any monitoring data is considered a violation of MRP Provision III and IV |

During the inspection, it was noted that the refrigerator of the influent composite sampler was not functioning, Board staff noted that the internal temperature of the influent composite sampler was reading 10°C. WDRs Standard Provision III.B requires the Discharger to conduct sampling in accordance with 40 C.F.R. Part 136, which specifies a sample preservation temperature of 4 degrees Celsius plus or minus 2 degrees for proper preservation. Since the influent composite sampler is not maintained within the required temperature range, it does not meet sample preservation requirements, in violation of Standard Provision III.B. |

The COJ WWTP has started to investigate the possible source of cyanide entering into collection system. We will be using a consultant to perform an investigation, and plan of action to mitigate this issue. The suspected target area of potential source of cyanide; we started upstream and downstream sampling for cyanide, results pending. This area is currently an EPA Superfund clean-up site, removing contaminated soil, including cyanide. |
