Upon identifying the exceedance and associated operational conditions, the district implemented immediate corrective actions to stabilize treatment performance and restore regulatory compliance.
Aeration System Restoration
Operators promptly placed Blower 3 into service and adjusted its output based on real-time dissolved oxygen demand. With manufacturer technical support, staff diagnosed and repaired the malfunctioning units the following day. Blower 1 received a replacement input card, and the loose electrical connection on Blower 2's variable-speed drive was secured and verified. Both blowers were fully restored to automated operation, returning the system to normal aeration redundancy.
Suspension of Digester Cleaning Activities
Recognizing that intermittent digester pumping was contributing to increased system loading during a period of reduced aeration capacity, staff suspended the digester cleaning operation. This action prevented additional organic loading until full aeration functionality and stable process conditions were re-established.
Laboratory Data Entry and Reporting
All coliform analytical results were entered, verified, and used to calculate the running median once delays were identified. Staff reviewed the findings with operations personnel to ensure alignment with corrective actions. Normal laboratory reporting resumed once director returned.
Regulatory Notification
Required notifications were completed in accordance with regulatory requirements. Supporting operational and laboratory records were compiled and submitted in this report. Drew Friedrich of the Central Coast Regional Water Quality Control Board was notified promptly upon confirmation of the violation.
These corrective measures restored system performance and prevented further compliance impacts. |
