1142497 02/18/2025 OEV Total Coliform Daily Maximum limit is 240 MPN/100 mL and reported value was 350 MPN/100 mL at EFF-002. A cause of this isolated exceedance is not known at this time. The City has not discharged at EFF-002 since. We will investigate further if the issue reoccurs when EFF-002 discharge resumes, likely in the next wet season. Violation U eSMR
1140660 01/10/2025 ATOX Acute Toxicity-Fathead Minnow-survival Other limit is 70 % effect and reported value was 10 % effect at EFF-001. The quarterly acute toxicity test for EFF-001 showed a 30% survival of fathead minnows in the effluent sample for January 3rd. The contract laboratory alerted us to the preliminary results and we were able to collect a second sample on January 10th, before discharge was stopped later that day. Unfortunately, the second test also failed, with 10% survival of the organisms. The test was repeated as soon as discharge restarted, in February. It was also performed on EFF-002 effluent, as EFF-002 discharge was warranted due to a large storm event in the beginning of the month. Both February tests passed. The EFF-001 sample from February 3rd had 100% survival and the EFF-002 sample from February 4th had 95% survival. The January fails are highly unusual for our plant and a cause is not readily apparent. These were the first tests to fail since toxicity monitoring started in 2014. On January 3rd, when the first test was conducted, we also collected the monthly samples for several metals, ammonia, nitrate, and THMs, and the annual PCB samples. None of these showed elevated concentrations. Operators did not observe anything out of the ordinary in the plant processes and a subsequent review of internal plant readings shows all parameters were within their usual ranges. When the test was repeated a third time on February 3rd, we were prepared to conduct an in-depth investigation and collected samples for all the once-per-permit term priority pollutants, municipal and agricultural constituents. Most of these results are still pending and will be used for the facility Effluent Characterization Study and Report, but we do not suspect to see anything of concern since the concurrent toxicity tests passed. 1126577 03/31/2024 DMON Missed some of the required monitoring for the three days of discharge at EFF-002. The missed samples were weekly E. coli and monthly nitrogen species and metals. The reason is that the TSS influent concentration was very low (dilution from high I&I due to extreme rain events). 1112724 12/31/2022 CAT2 Dichlorobromomethane Monthly Average limit is 1.4 ug/L and reported value was 1.56 ug/L at EFF-001. The AMEL violation was due to an elevated DCBM result of 2.6 ug/L on 12/31/22. It is unclear what caused this elevated concentration on that day. Accelerated monitoring conducted in January showed lower levels that were in compliance with the AMEL. Violation U eSMR
