Operators noticed an unusual increase in flow from previous storm events with similar inches of rainfall. Operators performed an investigation during the lighter periods of the storms to find any sources of I/I. Major sources of inflow were found around the city and were brought up to the City of Avalon. Since then, we have worked with the city to eliminate or reduce these sources of inflow. The investigation is ongoing. |

Facility staff will continue to keep a close watch on effluent TSS to ensure that the process has completely stabilized and kept on track. The addition of a disc filter being installed between the clarifier common channel and the chlorine contact basin is currently being proposed to the city. This addition would greatly aid in the prevention of any further TSS exceedances. |

Total Suspended Solids (TSS) Monthly Average limit is 30 mg/L and reported value was 55.5 mg/L at EFF-001. |
The Avalon Wastewater Treatment Facility started a rehab project on the contact chamber on 11/28/2023. The contact chamber needed to be bypassed for this project and fed straight to the effluent pipe to the outfall. Due to the damage of the diversion walls and surrounding concrete in the contact chamber, this project was critical to complete. However, due to the loss of contact time through the contact basin and the turbulence of the flow through the common channel before
entering the bypass, TSS problems were present with our effluent.
The contact basin was brought back online on 1/15/2024 and is resuming normal operations. |

CAT1 |
Total Suspended Solids (TSS) Monthly Average limit is 30 mg/L and reported value was 42.4 mg/L at EFF-001. |
High mixed liquor concentrations. Increased wasting for solids removal from the system and are now where we want our MLSS concentrations.
DO problems. No DO probes in aeration basins for continuous data. Currently have a trial YSI probe in aeration basin #3 and will install 3 DO probes after trials. Also only have two old blowers that supply air to the aeration basins and aerobic digesters. Days where despite us sending all available air to aeration basins, still not enough to reach desired DO concentrations. Currently three new blowers on-site, but need the final installation completed alongside the rest of the wiring work into SCADA.
C-6262 polymer used for our centrifuge no longer separating solids effectively. Jar testing was performed. Determined that we get an improved solids separation using a different mix of polymers. Polymers C-319 and WE-2013 are now mixed in before the final product. Improved solids separation means more solids leaving in the form of cake and less being returned to the plant in the form of centrate.
Cleaned out contact basin and one clarifier. Will begin the process of cleaning out another clarifier this week and the final clarifier soon after. Having our contact basin looked at for concrete repair and for a special protective coating that will protect the concrete and make cleaning even easier. Cleaning of the contact basin and clarifiers more regularly in the future.
Switched from using HTH to 12.5% sodium hypochlorite in the contact basin, giving a more consistent and effective means of sterilizing not only coliforms, but algae or any organic growth that could accumulate in the basin.
Offered the idea to the City of Avalon about the addition of a disc filter unit between the clarifiers and contact basin that would completely eliminate any total suspended solids problems we currently have and would keep our TSS results well below any NPDES permit limitation in the future. |
