Chronic Toxicity-Giant Kelp-Germination Maximum Daily (MDEL) limit is 50 % effect and reported value was 56.22 % effect at EFF-003. |
AES will implement an accelerated monitoring schedule for chronic toxicity at EFF-003. As discussed with Lala Kabadaian, it is infeasible to conduct four tests over an eight-week period considering how infrequently the units operate under their current contract with the California Department of Water Resources. AES plans to have MBC Aquatics conduct chronic toxicity tests at EFF-003 during the next four startups of Unit 5, which discharges once-through cooling water to EFF-003.
The first of the four required samples was collected on 6/13/25, and the sample passed testing with a % effect of 6.51 for germination. |

Copper, Total Maximum Daily (MDEL) limit is 16 lb/day and reported value was 20.76 lb/day at EFF-003. |
EFF-003 discharges only once-through cooling water drawn from the Los Cerritos Channel, which is listed by the Water Board as an impaired waterbody for copper and other metals. At this time, AES has not identified any internal plant sources that could account for the elevated copper and nickel levels and believes that the exceedances are probably attributable to the presence of these constituents in the source water from the Los Cerritos Channel. |
