1. The NOA required the Discharger to submit, by 1 March 2018, a work plan to construct a new detention basin and a run-off collection channel, and to construct these two facility improvements by 15 November 2018. The requested work plan was never submitted, and as observed during the 8 January 2020 facility inspection, neither the new detention basin nor the run off collection channel has been constructed. |

2. Attachment B of the Compost General Order includes monitoring and reporting requirements, and the NOA requires the submittal of Annual Monitoring and Maintenance Reports. The first report was due by 1 April 2017, and all subsequent reports were to be submitted by 1 April each year. The Discharger has failed to submit any of the three (2016, 2017, and 2018) Annual Reports, required by the NOA and the Compost General Order. |

Areas used for receiving, processing, or storing feedstocks, additives, amendments, or compost (active, curing, or final product) must be designed to limit water quality degradation. Working surfaces and containment structures must be designed, constructed, operated and maintained to:
a. Facilitate drainage and minimize ponding by sloping or crowning pads to reduce infiltration of liquids; |
