1100998 02/09/2022 Order Conditions The continued presence of both new and old windblown waste from the Altamont Landfill beyond the limits of the active fill area, the limit of the facility, and within Bethany Reservoir are a violation of the WDRs, Title T27, and the State Water Code. Following this initial occurrence, Water Board staff inspected the Bethany Reservoir on four separate occasions: on 13 August 2021, 31 August 2021, 7 October 2021, and 19 October 2021. Significant quantities of windblown waste were confirmed by Water Board and Department of Water Resources staff during each subsequent inspection, and each occurrence constitutes a violation. 1069027 12/02/2019 Order Conditions 4. 2 December 2019 Leachate Release - The Discharger¿s 12 December 2019 10-day Follow-up Notification documents the discharge of approximately 4,000 gallons of compost leachate from the Curing Pad on 2 December 2019. The outlet within the Curing Pad catchment basin, which directs compost leachate to the Surface Impoundment, became blocked causing leachate to flow over the top of the catch basin. The released leachate flowed north, down the embankment between the Curing Pad and Surface Impoundment, causing minor erosion, before reaching the stormwater V-ditch between the two units. From here the released leachate flowed along the V-ditch towards stormwater Basin G. According to the Discharger, there was no evidence that the released leachate flowed into Basin G. However, the 12 December 2019 10 day Follow-up Notification did not document the fate of the leachate or document any clean-up effort. Therefore, in a 16 December 2019 email, Water Board staff requested addition information regarding the 2 December 2019 leachate release. In a 24 December 2019 e-mail, the Discharger stated that they removed potentially impacted soil from the release and placed it on the Curing Pad. The fate of the impacted soil placed on the Curing Pad must be properly documented. Additionally, no CalOES Spill Report, as required by the Water Code, was filed for this incident. 1069026 04/29/2019 Order Conditions 3. 29 April 2019 Leachate Release - The Discharger¿s 8 May 2019 10-day Follow-up Notification documents the discharge of an unquantified amount of compost leachate from the Surface Impoundment on 29 April 2019. Similar to the 21 January 2019 release, another gasket on the Surface Impoundment pump failed, spraying leachate onto the hillside north of the impoundment. Due to the spraying nature of the release, the Discharger was again unable to determine the amount of leachate that was released onto the hillside. The Discharger reported that the released leachate again trickled down the hillside into the storm water V ditch at the base of the hill, and that the leachate flow was stopped well short of Stormwater Basin G. The Discharger also stated that the pump was repaired, and that they scheduled the removal of impacted soil. While a CalOES Spill Report was filed for this incident, the Discharger did not submit a report documenting the removal of impacted soil. Violation B Report
