Explanation of why use of devices and technologies listed in Section 1 are "not locally cost effective" This claim is for waters from Gold Lake. These waters currently flow from Gold Lake down a natural stream, Jacks Meadow Creek, to Silver Creek where the water is subject to diversion to Spanish Ranch by way of the same pipeline as described in S004761. Most water from S004762 currently remains in the watercourse for Fish and Wildlife Enhancement. A project to improve the Point of Diversion and pipeline to Spanish Ranch to provide for efficient diversion and measurement of amounts diverted is currently before the USFS. See description in Statement for S004761 for additional information.

Explanation of method(s) used as an alternative to direct measurement Estimates are based upon information from original uses and license, that occurred over the many years this use has been occurring. Improvements in the Point of Diversion currently proposed and being reviewed by USFS will provide better data. The location where the water leaves Gold Lake in within a federally protected Wilderness Area and equipment and construction are prohibited.

11a. Additional Remarks
Future uses of this water include hydro-electric generation from improvements in the pipeline and point of diversion. This will occur several years in the future, but the water right is essential for the development of this carbon-free and renewable off-stream generation of power.
