Comments Beginning in or about November of each year, water is stored behind the Silver Lake dam for use the following year. Diversions begin in or about May of each year from the point of diversion. Beginning in May Silver Lake reservoir is full, approx. 1,200 Ac Ft. Excess water flows out of the Lake and as the flows from winter run-off and snow melt slow down or cease, the spillway is opened to allow the calculated flows down Silver Creek to the point of diversion. At the point of diversion, the water flows into the pipeline for delivery to Spanish Ranch where it is used for irrigation, stock watering, dust abatement and fire control. Some domestic use occurs, but most domestic needs are now met with groundwater from wells installed on Spanish Ranch to meet water purity requirements for domestic water. Excess water is left in Silver Creek for wildlife and habitat.

Explanation of why use of devices and technologies listed in Section 1 are "not locally cost effective" Calculation of the volume of water taken into the pipeline (diameter and flow rate) from the point of diversion to the location of its use was made. That volume of water flows through the pipeline to Spanish Ranch were it is applied where needed and the excess returns to Spanish Creek (below its confluence with Silver Creek).

Explanation of method(s) used as an alternative to direct measurement Volume of water taken into the pipe at point of diversion along Silver Creek was used to determine what volume of water was diverted. Approximately 178.5 Ac Ft per month flow through the spillway of Silver Lake Dam, May through November. Of this amount, diversion of approximately 110 Ac Ft per month May through November occurs for domestic, irrigation, dust control, and fire prevention purposes. The balance is in-stream benefit flows. The Diverter is investigating creation of power generation for the water.

7. Changes in Method of Diversion
Domestic use is primarily provided for by groundwater from wells. Minor amounts of water is used for domestic uses such as gardens, lawns, keeping yards green for fire prevention, etc. The excess water diverted is returned to the watershed for wildlife and habitat. The diverter is investigating the feasibility of creating a hydro-powered electrical generation facility.

11a. Additional Remarks
The prior reports submitted for 2014 needed to be amended to show correct estimated savings by use of groundwater for domestic uses. Prior 2014 reports show "50" acre feet, but that number should be closer to "0.5" (1/2) Acre Foot. This amount has not been measured. Subsequent reports should reflect more accurate measurement of groundwater as metering of use is commenced in the future.
