Comments Water has been diverted from Silver Lake storage since 1880. The true volume of storage of Silver Lake Dam was determined in about 2013 to be 1,200 Ac Ft. The numbers above assume a constant monthly storage rate of 100 Ac Ft per month. From that storage, approximately 170-172 Ac Ft per month are diverted seasonally for domestic, irrigation, dust control, fire protection, and in-stream beneficial flows. Historically, the diversion into ditches during the 1880's bypassed Silver Creek. In or about 1905 the diversion point was changed to where it is currently located in Silver Creek about five stream miles below Silver Lake. The five miles of Silver Creek have benefited greatly from the in-stream flows to the point of diversion. Amount of water used is relatively accurate given the size of the pipe used to transport the water from the point of diversion to where it is put to use.

5. Water Diversion Measurement
a. Measurement
Water directly diverted and/or diverted to storage was measured
b. Types of measuring devices used
  • Other: Measured by amount of water that passes over spillway (3 cfs) and by size of pipe that carries water to point of use
c. Additional technology used
  • Other
Description of additional technology used During the 2013 season Silver Lake Dam required repairs and maintenance. The lake was drained to below the dam level that summer and repairs made. At the time the reservoir portion of Silver Lake was exposed, measurements were made by Civil Engineers to calculate the storage capacity of Silver Lake. Measurements of capacity of water through the spillway were also made. The measurement of storage capacity and spillway flow form the basis for numbers in this report.
d. Who installed your measuring device(s)
  • Licensed Civil or Agricultural Engineer
e. Make, model number, and last calibration date of your measuring device(s) N/A
f. Why direct measurement using a device listed in Section 1 is "not locally cost effective"
  • No power at diversion point
Explanation of why use of devices and technologies listed in Section 1 are "not locally cost effective" Volume of water taken into the pipe at point of diversion along Silver Creek was used to determine what volume of water was diverted for domestic, irrigation, dust control and fire prevention and control.
g. Method(s) used as an alternative to direct measurement
  • Modeled/estimated flows
Explanation of method(s) used as an alternative to direct measurement Volume of water taken into the pipe at point of diversion along /silver Creek was used to determine what volume of water was diverted. Approximately 178.5 Ac Ft per month flow through the spillway of Silver Lake Dam, May through November. Of this amount, diversion of approximately 110 Ac Ft per month May through November occurs for domestic, irrigation, dust control, and fire prevention purposes. The balance is in-stream benefit flows. The Diverter is investigating creation of power generation for the water.
6. Purpose of Use
Domestic 18 homes and trailers
Irrigation 150 Acres
Stockwatering 60-80 cows and horses
Other Dust abatement, in-stream, and fire protection
7. Changes in Method of Diversion
In 2012 no changes in methods or volumes occurred. The numbers reported this year are based upon measurements and calculations that occurred in 2013 when Silver Lake was drained below dam level for repairs and maintenance to the dam. Prior year measurements had assumed 900 Ac Ft storage in Silver Lake. Actual volume of storage is 1,200 Ac Ft. Thus the numbers reported this year are the result of more accurate measurements of storage and use.
8. Conservation of Water
a. Are you now employing water conservation efforts? No
Describe any water conservation efforts you have initiated
b. Amount of water conserved Acre-Feet
I have data to support the above surface water use reductions due to conservation efforts.
9. Water Quality and Wastewater Reclamation
a. Are you now or have you been using reclaimed water from a wastewater treatment facility, desalination facility, or water polluted by waste to a degree which unreasonably affects such water for other beneficial causes? No
b. Amount of reduced diversion
Type of substitute water supply
Amount of substitute water supply used
I have data to support the above surface water use reductions due to the use of a substitute water supply
10. Conjuctive Use of Surface Water and Groundwater
a. Are you now using groundwater in lieu of surface water? No
b. Amount of groundwater used
I have data to support the above surface water use reductions due to the use of groundwater.
11a. Additional Remarks
Approximately 178 Ac Ft per month of storage in Silver Lake are used during months of May through November for benefit of in-stream habitat as the water flows from Silver Lake, down Silver Creek, to the point of diversion. From the point of diversion, approximately 60 Ac Ft per month continues down Silver Creek providing benefit to in-stream habitat. This 60 Ac Ft is water "belonging" to the diverter, and may likely be used to a certain extent in the future in power generation that may occur at the lower eleveation of Spanish ?Ranch, with the water so used then flowing back into Spanish Creek below its confluence with Silver Creek.
