Comments In 2013 the dam and spillway at Silver Lake needed to be repaired and maintained. The spillway was opened early in the season and all flow passed through the spillway until the reservoir reached "zero pool" in August, 2013. Thus, no diversion to storage occurred up to that point in the year. Repairs were then made and the gate closed in late October, 2013. Thereafter water was diverted to storage at about 200 Ac Ft per month for November and December, 2013. Water that passed through the dam flowed downstream to the point of diversion where "normal" uses were made of the water for domestic, livestock, irrigation, dust control and fire protection, as usually occurs year to year from this water source.

Description of additional technology used During the 2013 season Silver Lake Dam required repairs and maintenance. The lake was drained to below the dam level that summer and repairs made. At the time the reservoir portion of Silver Lake was exposed, measurements were made by Civil Engineers to calculate the storage capacity of Silver Lake. Measurements of capacity of water through the spillway were also made. The measurement of storage capacity and spillway flow form the basis for numbers in this report.

Explanation of method(s) used as an alternative to direct measurement Volume of water taken into the pipe at point of diversion along /silver Creek was used to determine what volume of water was diverted. Approximately 178.5 Ac Ft per month flow through the spillway of Silver Lake Dam, May through November. Of this amount, diversion of approximately 110 Ac Ft per month May through November occurs for domestic, irrigation, dust control, and fire prevention purposes. The balance is in-stream benefit flows. The Diverter is investigating creation of power generation for the water.

7. Changes in Method of Diversion
The numbers reported for 2013 are based upon measurements and calculations that occurred in 2013 when Silver Lake was drained below dam level for repairs and maintenance to the dam. Measurements prior to 2012 had assumed 900 Ac Ft storage in Silver Lake. (The 2012 report used the information obtained in 2013 for the basis of the 2012 report.) Actual volume of storage is 1,200 Ac Ft. Thus the numbers reported in 2013 are the result of more accurate measurements of storage and use.

Describe any water conservation efforts you have initiated A well for domestic useage was completed during late 2013, reducing the demand for diverted surface water. The water saved was left in the stream to benefit wildlife and habitat. Diverter is investigating the potential for hydro-generation of power from this water source. In adddition, the pipeline from the point of diversion to the location of use has suffered damage over the years and has several leaks. This pipeline in due to be replaced in 2015 or 2016.

11a. Additional Remarks
Approximately 178 Ac Ft per month of storage in Silver Lake are used during months of May through November for benefit of in-stream habitat as the water flows from Silver Lake, down Silver Creek, to the point of diversion. From the point of diversion, approximately 60 Ac Ft per month continues down Silver Creek providing benefit to in-stream habitat. This 60 Ac Ft is water "belonging" to the diverter, and may likely be used to a certain extent in the future in power generation that may occur at the lower elevation of Spanish Ranch, with the water so used then flowing back into Spanish Creek below its confluence with Silver Creek. Volume of water from groundwater should be available for the 2014 report.
