Comments This water statement, S004762, is for water diverted out of Gold Lake, Plumas County, CA. In the 1880's a small dam and ditch were constructed to take the waters of Gold Lake and transport them into Silver Lake from where they were further sent to hydraulic gold mining and ranching uses through an extensive system of ditches to the various points of use. The use of Gold Lake water in the ditch system continued until about 1905 when the ditch to Silver Lake was abandoned and the water allowed to flow down Jacks Meadow Creek to Silver Creek, and down Silver Creek to the point of diversion for this water. The water right is a deeded right to all the water from Gold Lake dating from 1880; however, the flow is the natural flow in the watercourse these days. The amount diverted stated above is from estimates of what was claimed and used over the years. Currently, most of the water is left in the watercourse for wildlife and habitat uses. The date of 1905 was the date the point of diversion was moved to Silver Creek.

5. Water Diversion Measurement
a. Measurement
Direct measurement using a device listed in Section 1 is "not locally cost effective" for water directly diverted and/or diverted to storage
b. Types of measuring devices used
  • Other: Visual estimates, historic uses
c. Additional technology used
Description of additional technology used None
d. Who installed your measuring device(s)
e. Make, model number, and last calibration date of your measuring device(s)
f. Why direct measurement using a device listed in Section 1 is "not locally cost effective"
  • No power at diversion point
  • Other
Explanation of why use of devices and technologies listed in Section 1 are "not locally cost effective" S004762 is a claim for waters of Gold Lake. These waters currently flow from Gold Lake down Jacks Meadow Creek to Silver Creek, where they are subject to diversion by the Diverter as part of the water rights for Spanish Ranch. These waters are closely associated with S004761, the Silver Lake/Silver Creek rights. Most of the waters "diverted" are left in Silver Creek for wildlife and habitat. The Diverter is exploring the feasibility of a hydro electrical generation facility using certain of these waters in the future.
g. Method(s) used as an alternative to direct measurement
  • Modeled/estimated flows
Explanation of method(s) used as an alternative to direct measurement Estimates are based upon information from original uses that occurred over the years from this source.
6. Purpose of Use
Domestic 12 houses, 4 trailers; minor amounts
Irrigation 150 Acres
Other Dust abatement, in-stream, and fire protection
7. Changes in Method of Diversion
No change since last Statement.
8. Conservation of Water
a. Are you now employing water conservation efforts? No
Describe any water conservation efforts you have initiated
b. Amount of water conserved Acre-Feet
I have data to support the above surface water use reductions due to conservation efforts.
9. Water Quality and Wastewater Reclamation
a. Are you now or have you been using reclaimed water from a wastewater treatment facility, desalination facility, or water polluted by waste to a degree which unreasonably affects such water for other beneficial causes? No
b. Amount of reduced diversion
Type of substitute water supply
Amount of substitute water supply used
I have data to support the above surface water use reductions due to the use of a substitute water supply
10. Conjuctive Use of Surface Water and Groundwater
a. Are you now using groundwater in lieu of surface water? No
b. Amount of groundwater used
I have data to support the above surface water use reductions due to the use of groundwater.
11a. Additional Remarks
As stated above, this claim is for waters of Gold Lake that once were diverted by ditch to Silver Lake and then through various ditches to hydraulic gold mining and ranching uses. Currently the waters of S004762 flow down Jacks Meadow Creek to Silver Creek where they are subject to diversion. Most water now continues down Silver Creek for wildlife and habitat uses. The Diverter is exploring the feasibility of future use of the waters for hydro electrical generation where the water will flow down the Spanish Ranch pipeline to the generation facility and then released back into Spanish Creek below the confluence with Silver Creek.
