	Explanation of why use of devices and technologies listed in Section 1 are "not locally cost effective"	When the ag. pump for this diversion was shut down after 2012 irrigation season, we elected to let that pasture go fallow in 2013. In the middle of June, 2-3 horses and mules were pastured there until late Sept.at which time we pulled the pump. We have not reactivated it.

	Explanation of method(s) used as an alternative to direct measurement	The electricity records dedicated to this pump have been in place since 1977, before we acquired the property. Water diversion has been measured from these records when the pump has been activated, since we have owned the property(1995)
