Explanation of why use of devices and technologies listed in Section 1 are "not locally cost effective" Point of diversion is a waterhole on a small creek in timberland. Use of water is for watering roads as required by the California Forest Practice Rules. Water is collected using watertrucks and only during harvest operations which are infrequent and unpredictable and do not occur annually.

Explanation of method(s) used as an alternative to direct measurement To estimate amount of water used, water truck capacity is multiplied with an estimate of the number of loads of water used per day and then multiplied with the number of days operated.
