Explanation of why use of devices and technologies listed in Section 1 are "not locally cost effective" The point of diversion and the land irrigated under Statement S18031 are located within the Sacramento River levees and prone to inundation during high river flows. The point of diversion serves only one field consisting of approximately 120 acres, is not irrigated every year, and is typically planted to lower value crops, due to the possible inundation. Lower cost flow measurement devices, such as propeller meters, are subject to plugging by debris from the river and therefore, require high maintenance costs and provide questionable accuracy. In addition, the site is located in a remote area and is susceptible to vandalism.

Explanation of method(s) used as an alternative to direct measurement Monthly diversions are estimated based on power records for the diversion pump along with Sacramento River stage data from the California Data Exchange Centers Knights Landing (KNL) station.

Describe any water conservation efforts you have initiated Optimum water conservation efforts are ongoing and include, but are not limited to, good water management and farming practices such as, re-circulation system, crop shifts, varietal changes, laser leveling of fields, weed abatement, and irrigation scheduling techniques. The total quantity of water conserved during each year is variable and depends upon numerous factors, including but not limited to climatic conditions, hydrologic conditions, and on-farm operational practices. Differentiating and measuring or quantifying conserved water for some efforts is not possible or feasible due to the complexity of the multiple variables involved. Therefore, the annual quantity of water conserved has not been quantified at this time.
