Description of water conservation efforts The objective of the District is to maximize the beneficial use of water by implementing numerous water conservation efforts including, but not limited to an extensive recirculation system, automated canal control structures, variable frequency drives at several pumping plants, installation and operation of a Supervisory Control and Data Acquisition (SCADA) System, irrigation scheduling techniques and technologies, water conservation programs for landowners, weed management programs, canal lining, pipeline installation, and educational tools for District staff and its landowners. In addition, the Districts landowners have implemented numerous water conservation efforts including, but not limited to land leveling, irrigation scheduling techniques and technologies, varietal changes, crop shifts, drainage improvements, reduced spill from rice fields, and minimum tillage techniques. Furthermore, the District and its landowners have participated in numerous water transfers involving crop idling and shifting, which have resulted in reduced diversions. The total quantity of water conserved during each year is variable and depends upon numerous factors, including but not limited to climatic conditions, hydrologic conditions, District operational practices, and on-farm operational practices. Differentiating and measuring or quantifying conserved water for some efforts is not possible or feasible due to the complexity of the multiple variables involved. Therefore, the annual quantity of water conserved is estimated based on the difference between the Districts Sacramento River Settlement Contract (Settlement Contract) quantity of 232,000 AF and the Districts 2011 diversions from the Sacramento River. These estimates do not include quantities of water conserved during months outside of the period covered by the Districts Settlement Contract, specifically February and March. Therefore, the quantity of conserved water identified is a conservative estimate. This quantity includes conserved water under the Districts Licenses 3065, 3066, and 3067 (Applications 576, 763, and 1589, respectively), and riparian and Pre-1914 rights to the Sacramento River, all of which are covered by the District Settlement Contract with the U.S. Bureau of Reclamation.

The acreage identified in this Report receives water under the Districts water right Licenses 3065, 3066, and 3067 (Applications 576, 763, and 1589, respectively), and the Districts riparian and Pre-1914 water rights reported under Statements of Diversion and Use Nos. 20641, 20645, 20649, 20653, 20657, 20661, 20712, 20716, and the Districts Sacramento River Settlement Contract No. 14-06-200-876A-R-1 with the U.S. Bureau of Reclamation. The quantities identified for April through October in these Reports of Licensee for Licenses 3065, 3066, and 3067 and the Statements of Diversion and Use Nos. 20641, 20645, 20649, 20653, 20657, 20661, 20712, 20716 are equal to the total diversions reported for the Districts Sacramento River Settlement Contract No. 14-06-200-876A-R-1.
