This report is made on behalf of the landowners within RD999 who are served by the District diversion. The property within the District was largely in the ownership of the Holland Land Company at the time of the subdivision of the property, and therefore it is claimed all to be riparian to the Sacramento River or Elk Slough as a tributary to the River.
