Conservation of Water
8. Are you now employing water conservation efforts? Yes
Description of water conservation efforts The District maximizes the beneficial use of water through implementation of numerous water conservation efforts including, but not limited to, recirculation of drain water, automated water level control structures, variable frequency drives at pumping facilities, irrigation scheduling techniques and technologies, weed management programs, and educational tools for District staff and its landowners. In addition, the Districts landowners have implemented numerous water conservation efforts including, but not limited to, land leveling, irrigation scheduling techniques and technologies, installation of drip irrigation systems, varietal changes, drainage improvements, reduced spill from rice fields, and minimum tillage techniques. The total quantity of water conserved by the District each year is variable and depends upon numerous factors including, but not limited to, climatic conditions, hydrologic conditions, District operational practices, and on-farm operational practices. Differentiating and measuring or quantifying conserved water for some efforts is difficult, and in some cases, not possible or feasible due to the complexity of the multiple variables involved. The District will continue to implement the best available and locally feasible conservation methods to improve their irrigation delivery system and water use efficiency. Water use made under this license is in itself conservation as this reuse of water results in a direct reduction in diversions from the Feather River. Because the water savings due to these measures occurred mainly during the 2014 curtailment period, the quantity of water conserved has not been included in this report.

Water Quality and Wastewater Reclamation
10. During the period covered by this Report, did you use reclaimed water from a wastewater treatment facility, water from a desalination facility, or water polluted by waste to a degree which unreasonably affects the water for other beneficial uses? No
11. Amount of reclaimed, desalinated, or polluted water used
Conjuctive Use of Groundwater and Surface Water
12. During the period covered by this Report, were you using groundwater in lieu of available surface water authorized under your license? No
13. Amounts of groundwater used
Additional Remarks
Water Supply Contracts: The place of use is also served under a 1969 Contract with the DWR titled the State of California the Resources Agency Department of Water Resources Agreement on Diversion of Water from the Feather River (Contract). Although the Contract does not explicitly list Thermalito as a point of diversion for the Sunset Pump diversion, the District has openly diverted both licensed and contract water at Thermalito for nearly four decades. The District is working with DWR to amend the contract to reflect this practice. Separate from the diversions reported by the Joint District for the pre-1914 claim the District reports up to 65,000 acre-feet (50,000 acre-feet during dry hydrology) under the District┐s License pursuant to the Contract. During periods when the water right is curtailed these diversions are reported solely under the Contract. The Licensee participated in a Water Transfer Program with DWR in 2014 for both cropland idling and groundwater substitution under its contract with DWR. In addition, lands were served by groundwater and recirculated tail water.
