This report is made on behalf of the landowners of Reclamation District 999, who are served by the District diversions. The majority of the property within the District was under the ownership of the Holland Land Company at the time of the subdivision of the property; and therefore, it is claimed all to be riparian to the Sacramento River or Elk Slough as a tributary to the river.
