Description of water conservation efforts |
The objective of the District is to maximize the beneficial use of water by implementing numerous water conservation efforts including, but not limited to an extensive recirculation system, automated canal control structures, variable frequency drives at several pumping plants, installation and operation of a Supervisory Control And Data Acquisition (SCADA) System, irrigation scheduling techniques and technologies, water conservation programs for landowners, weed management programs, canal lining, pipeline installation, and educational tools for District staff and its landowners. In addition, the Districts landowners have implemented numerous water conservation efforts including, but not limited to land leveling, irrigation scheduling techniques and technologies, varietal changes, crop shifts, drainage improvements, reduced spill from rice fields, and minimum tillage techniques. Furthermore, the District and its landowners have participated in numerous water transfers involving crop idling and shifting, which have resulted in reduced diversions. Because the water savings due to these measures occurred mainly during the 2014 curtailment period, the quantity of water conserved has not been included in this report.

The total acreage irrigated within the District receives water under the Districts water right Licenses 3065, 3066, and 3067 (Applications 576, 763, and 1589, respectively), and the Districts riparian and Pre-1914 water right claims reported under Statements of Diversion and Use Nos. 20641, 20645, 20649, 20653, 20657, 20661, 20712, 20716, and the Districts Sacramento River Settlement Contract No. 14-06-200-876A-R-1 with the U.S. Bureau of Reclamation. The acreage identified in these Reports of Licensee for Licenses 3065, 3066, and 3067 and the acreage identified in the Districts Supplemental Statements of Water Diversion and Use equals the total acres irrigated within the District.
The quantities identified in these Reports of Licensee for Licenses 3065, 3066, and 3067 and the Statements of Diversion and Use Nos. 20641, 20645, 20649, 20653, 20657, 20661, 20712, 20716 are equal to the total diversions reported for the Districts Sacramento River Settlement Contract No. 14-06-200-876A-R-1 outside of the curtailment period. The Licensee diverted an additional 60,911 acre-feet under its Sacramento River Settlement Contract No. 14-06-200-876A-R-1 during June through October in 2014. In addition, lands within the Districts place of use were served by groundwater and recirculated tail water.
The Licensee idled lands as part of the 2014 Water Transfer Program with USBR which resulted in a reduction in the water needs within the place of use. As the water savings due to these measures occurred mainly during the curtailment period, the quantity conserved as a result of the land idled is not included in this report.
The amount of Groundwater Used identified under Item 13 reflects only the quantity that was pumped and could be credited under this license during the period the License was not curtailed. The licensee participated in the 2014 Water Transfer Program under which additional groundwater was pumped and served to the place of use in lieu of surface water deliveries under Contract 14-06-200-876A-R-1.
