This inspection included a site visit, a review of the treatment processes, sampling to determine compliance, and review of the case file and discharger self-monitoring reports (DSMRs) submitted for the months of October 2002 through September 2003. The facility was also inspected to determine compliance with the State of California General Permit for Storm Water Discharges Associated with Industrial Activities, Order No. 9703-DWQ. Based on the inspection and review of DSMRs, the City of Auburn Wastewater Treatment Plant has violated specific limitations in its Waste Discharge Requirements (WDRs) Order No. 98189 as follows: R-1 and R-2 turbidity results were missing from the December 2002 DSMR. Detection levels and receiving water observations were missing from the January 2003 DSMR. The acute toxicity minimum survival limitation of 70% was violated for the bioassay started 18May 2003. Operations staff reported the violation both verbally and in writing on 21 May 2003. Chlorine and ammonia concentrations for the test were not at toxic levels. The City believes the toxicity may have been caused by contamination of the effluent testing tanks due to the dislodging of deposits on the walls of the main feed line. The City stated its intent to replace all feed lines that do not keep a continuous flow through them during non-test periods. The maximum hourly average effluent chlorine concentration limitation of 0.02 mg/l was exceeded with an hourly average of 0.07 mg/l on 8 June 2003. City staff reported the violation both verbally (9 June 2003) and in writing (letter dated 10 June 2003). The reports indicated that on the evening of the eighth, operations staff were notified of an alarm at the plant. It was determined that the violation was the result of mechanical malfunctions of the dechlorination pump and the peristaltic pump sample line. The dechlorination pump was placed in manual operation mode and the sample line was replaced. Chlorine was detectable in the effluent for approximately 15 minutes. During the inspection, operations staff indicated that it is their intent to set the alarm for low dechlorination (SO2) residual, rather than chlorine residual, in an attempt to not only respond to and halt violations, but to also prevent their occurrence. The daily maximum effluent total coliform organisms limitation of 23 MPN/100 ml was exceeded on 6 July 2003 with a result of 50 MPN/100 ml. The treatment system at this plant consists of treatment and equalization ponds, an oxidation ditch, secondary clarification, coagulation and flocculation, filtration, disinfection, and removal of disinfectant. Treated wastewater is discharged into Auburn Ravine, a tributary to the Sacramento River. Sludge is dewatered with a belt filter press and removed to the Lincoln Landfill. An inspection of this facility was conducted to determine compliance with Waste Discharge Requirements (WDRs), Order No. 98-189 (NPDES No. CA0077712), and with the State of California General Permit for Storm Water Discharges Associated with Industrial Activities (industrial stormwater permit), Order No. 97-03-DWQ (WDID# 5S31S002989). The inspection included a tour of the facilities; a review of the treatment processes; sampling for influent, effluent, and receiving water constituents and parameters as required by Monitoring and Reporting Program No. 98-189; review of discharger self-monitoring reports (DSMRs) submitted for the months of November 2002 through September 2003; and review of the Storm Water Pollution Prevention Plan (SWPPP). OBSERVATIONS AND COMMENTS: The plant was last inspected on 20November 2002. The plant appeared to be clean, well-maintained, and in good operating condition. The weather was mild and clear. The mechanically cleaned bar screen was in service at the time of the inspection; the manually cleaned bar screen was not being used at the time. A portion of the influent wastewater (0.12 mgd at 8:58 a.m.) was being routed through Pond 1A during the inspection for flow equalization. Aeration in Pond 1A is provided by surface aerators. The first baffled section of the aerated pond has nine aerators, three of which were in use during the inspection. The second, third, and fourth (final) baffled sections of the aerated pond each have one surface aerator; the aerators in the second and fourth sections were in use. Pond 1A has a concrete lining along the sides of the pond and a clay-lined bottom. The remainder of the influent flow (0.763 mgd at 8:57 a.m.) was being directed to the oxidation ditch. The influent compositer was appropriately cool, with the compositer thermometer reading approximately 2.5 C. Following biological treatment in the oxidation ditch, flows are directed to one of two secondary clarifiers. Secondary effluent appeared to be of high quality. After clarification, wastewater is flash-mixed with 2 to 8 mg/l of filter aid prior to flowing through a small mixing chamber and through one of the continuous backwash sand filter cells. After filtration, the treated wastewater was directed to one of the two chlorine contact chambers. A 12.5% solution of sodium hypochlorite is being used for disinfection, and sodium bisulfite is being used for dechlorination. A silicone-based, food-grade defoaming agent is also added. Although no aquatic life was observed, receiving water monitoring points upstream and downstream of the plant appeared to be healthy, with low turbidity. Stormwater This inspection included a cursory review of compliance with the general industrial stormwater permit. No non-stormwater discharges other than those permitted by the individual NPDES permit were observed. The SWPPP was available for review at the time of the inspection, in accordance with Section A.2 of the general industrial stormwater permit, and appeared to be complete. Sampling Sampling of the treatment plant influent, effluent, and receiving waters was conducted during the inspection. Constituents and parameters for which sampling was conducted include the following: Influent 5-day, 20C biochemical oxygen demand (BOD); total suspended solids (TSS); flow Effluent BOD, TSS, settleable solids (SS), total dissolved solids (TDS), ammonia, turbidity, total coliform organisms, standard minerals, oil and grease, MBAS R-1 and R-2 fecal coliform organisms, turbidity, ammonia, chlorine residual R-1: 50 feet upstream from the point of discharge R-2: 100 feet downstream from the point of discharge Tests for chlorine residual were performed on-site by Board staff using portable meters. Flows were read from meters at the treatment plant. All samples were grab samples. Analyses for the remaining constituents are being performed by California Laboratory Services in Rancho Cordova. Results for these analyses have not yet been received. If the results reveal noncompliance, appropriate action will follow. Results of Sampling Analyses Results from the laboratory analyses have not yet been received. The comparison revealed that the laboratory has been continuing to conduct duplicate analyses for BOD and TSS for quality assurance/quality control. Only the highest value was being reported. The third paragraph of the Reporting section in Monitoring and Reporting Program No.98189 reads as follows: If the Discharger monitors any pollutant at the locations designated herein more frequently than is required by this Order, the results of such monitoring shall be included in the calculation and reporting of the values required in the discharge monitoring report form. Such increased frequency shall be indicated on the discharge monitoring report form. Future DSMRs must be modified to include these results. SUMMARY: A SWPPP was readily available for review by Regional Board staff at the facility. With the exception of the cited violations, the facility appeared to be well-maintained and operated. The toxicity trend noted in previous inspection reports has continued through the period reviewed for this report. Regional Board staff is in the process of preparing a renewed NPDES permit for this facility.
