1117279 02/22/2023 DMON Total phosphorus, a monthly monitored parameter, was not analyzed because the contract lab Eurofins did not log it into the system with the correct analytical method. Upon discovery of the excursions in the September, WRD directed the contracted operators to collect the required samples in October; however, there was no discharge to the San Gabriel River after August 2022; therefore, the October sampling results could not be used to meet the compliance requirements. WRD instructed contracted operators to review the sampling training protocol and requested the compliance manager of the contracting firm to retrain the sampling procedures to prevent missing sample collections. In addition, WRD requested the contract laboratory to provide faster turnaround time so WRD can review the data before the end of the compliance monitoring period. Violation B eSMR
