Total phosphorus, a monthly monitored parameter, was not analyzed because the contract lab Eurofins did not log it into the system with the correct analytical method. |
WRD contacted Eurofins to revise the project profile to prevent the reoccurrence of such excursion. |

Due to sampling staff oversights, as well as the laboratory data delay due to Covid and other issues, some of the quarterly monitored constituents for third quarter, semiannual monitored constituents, and annual monitored constituent (see attachment) were not collected during the assigned monitoring period. Upon discovery of the excursions in the September, WRD directed the contracted operators to collect the required samples in October; however, there was no discharge to the San Gabriel River after August 2022; therefore, the October sampling results could not be used to meet the compliance requirements. |
WRD instructed contracted operators to review the sampling training protocol and requested the compliance manager of the contracting firm to retrain the sampling procedures to prevent missing sample collections. In addition, WRD requested the contract laboratory to provide faster turnaround time so WRD can review the data before the end of the compliance monitoring period. |

Quarterly monitored constituents, such as MBAS, CTAS, settleable solids, total suspended solids, and BOD5 at 20 degree C, were not collected in the third quarter due to oversight. Total phosphorus sample was not analyzed due to LIMS issue. In addition, no reportable data for total coliform sample collected on August 19th due to QA issue. |
Sample order schedule and procedures was reviewed with the plant operators and the contract lab to prevent future excursions. |

Chronic Toxicity Monthly Median limit is 0 Pass/Fail (Pass = 0, Fail = 1) and reported value was 1 Pass/Fail (Pass = 0, Fail = 1) at EFF-001. |
Upon notified by the first chronic toxicity test result from January 6, WRD initiated the second chronic toxicity testing on January 13. When second chronic toxicity test failed, accelerated monitoring schedule was triggered per MRP V. A. 7.. However, ARC flow was diverted to Montebello Forebay Spreading Grounds, resulting in no discharge to the San Gabriel River. After consulting with RWQCB, WRD initiated TRE workplan to investigate the cause of the non-compliance. |

Chronic Toxicity Monthly Average limit is 0 Pass/Fail (Pass = 0, Fail = 1) and reported value was 1 Pass/Fail (Pass = 0, Fail = 1) at EFF-001A. |
Chronic toxicity investigation was initiated upon the second failure of the chronic toxicity test. Starting on January 15, 2020, the GRIP-AWTF effluent was directed to San Gabriel Spreading Grounds for surface spreading. No river discharge occurred after January 15, 2020. |

Chronic Toxicity Maximum Daily (MDEL) limit is 50 % effluent and reported value was 72.64 % effluent at EFF-001. |
Additional chronic toxicity samples were unable to collect within the monitoring period. November effluent chronic toxicity test result met the permit requirements. WRD has initiated the preliminary investigation on the advanced treatment processes to understand the potential impact on aquatic life from advanced treated recycled water and is closely working with RWQCB to resolve the issue. |
