The pump was immediately placed in manual and District Operations staff communicated the failure to the electrical contractor. The District¿s electrical contractor troubleshot the failure, found the blown fuse, and then replaced the blown fuse. Once the fuse was replaced, District Operations staff placed the system back into normal operation and ORP levels began to return to normal. The permanent tie in of the communication cables (no splices) was completed by the District¿s electrical contractor later the same day at approximately 1:15 PM. Operations staff verified both chemical pumps were operational and receiving communication following the permanent tie in.
The District does not foresee any future interruptions or repairs necessary to the communication cables now that the permanent cables have been tied in and all major excavations for the Redundancy Project are complete. Please feel free to contact me if you have any questions or concerns.

I will be meeting with my Operations staff to update our maintenance procedure so that this does not occur again. In addition, maintenance and oil sampling frequency will be mitigated upon completion of the Redundancy Project. Once the District¿s current Redundancy Project is complete, the District will be able to fully bypass the FFR to perform maintenance and rehabilitation while maintaining full treatment of the waste stream. |

The District is currently in the design phase of the Dechlorination System Improvement Project. This Improvement Project is for the relocation of the dechlorination injection point to make use of the entire volume of the chlorine contact tank effluent chamber to provide mixing and reaction time, increase mixing energy to ensure that Sodium Bisulfite is well mixed, and adequately apply Sodium Bisulfite to contact all effluent equally. Tentative completion of the Improvement Project is July 2022. |

The cause of the exceedance is unknown, but may have been due to a high demand of chlorine at the chlorine contact tank. The high chlorine demand may have caused a heavier than normal load to the de-chlorination system and therefore causing the exceedance. All processes have returned to normal since the exceedance, but operations staff will continue to monitor the system to ensure proper operation. In addition, the District has developed a scope of services with a professional engineering firm to perform an assessment of the District's disinfection system. Services include the following;
- Perform onsite inspection of the disinfection and dechlorination systems to document the existing equipment, its condition, connectivity, and control.
- Investigate physical configuration of the effluent chamber and location of instrumentation.
- Review available information on the existing control and instrumentation systems.
- Prepare a Technical Memorandum describing the system and providing recommendations for improving control of the disinfection and dechlorination system. The report will discuss if control improvements alone are recommended, or if physical improvements may be necessary.
- The Technical Memorandum will provide an assessment of additional potential improvements beyond revised loop control, such as improvements to physical configuration, location of probes, or additional features such as baffle or weirs, if warranted.
Upon completion of the Technical Memorandum and at the District¿s request, the professional engineering firm will prepare a scope and fee to prepare Construction Plans, Specifications, and Estimates for the recommended improvements. |

This includes the following;

In addition, weekly rinsing of the effluent weir has been added to Operations weekly work order tasks to limit growth that could potentially affect fecal coliform analysis. These processes should enhance the treatment efficiency and assist with preventing further exceedances. |
