1065510 10/21/2019 Deficient Reporting Water Board staff reviewed the Discharger¿s 4 October 2019 Landfill Final Cover Investigation and Repair/Improvement Plan (Repair Plan). The Repair Plan documents the result of the cover investigation Work Plan, which shows that the cover atop LF 1 and LF 2 fail to meet Title 27 performance standards at 28 of the 37 test pits advanced into the covers. However, instead of proposing to repair the covers, as required by Section E.2 of the WDRs, the Repair Plan only proposed to advance 33 additional test pits to further define the extent of the failed cover.
